Even agricultural societies in the past mostly married girls around 19-20. Marriage at puberty was for rape victims and for noblewomen, and even then only in some societies. It was only ever semi-widespread in places like the US 100 years ago when people were wealthy enough to support a teen bride and she would be expected not to die on the husband her first childbirth.
