Tantra is top level techniques, most of which are likely false (not just my opinion, this is the opinion of 1,000+ years of knowledgeable monks, including Tantra practitioners and other lineages of esoteric Buddhisn). You also cannot learn it in the West because there's basically no one initiated into it outside of East Asia and even academics who study it don't have the full picture and you obviously won't learn it from their books. It's just not worth studying unless you want to devote your entire life to it. You have better luck being reborn in the next life able to practice it.
