Black neighborhood's are usually concentrated on the edges of the interstates, since very uncoincidentally those are the parts of city that were formerly redlined. Just find a bar far enough away from the interstate that it's not super ghetto but close enough that people from the hood go to that bar. Bring a pack of Menthol Newports and some weed if you can.
