How about the more pressing question in this scenario:
When a president was nearly assassinated in the past, the shooter was basically in everyone's face for the rest of the year. Anyone alive in the 80s knew who John Hinckley was, he was on the news non-stop. It was a big fucking deal.

How many people have tried to take Trump down? Like five now? Name one of them without looking it up. It's another surreal detail of how this administration functions. An assassination attempt is just another fucked up news blurb to throw on the pile of crazy shit that happens every day now.

There are two type of person that can threat the establishment.
The first one is the anti-social that will cause direct harm, but because they are usually rouge individuals (killers, rapist, thugs) or small scale operations (gangs or drug dealers) that usually target the average citizen (a few people dead in a shootout is within acceptable losses), the elites don't mind them too much and putting them in jail or straight killing them is better. Charging some loser maniac a million that is never going to pay is just a show they put to content the masses.
The other type is the agitator, the person that calls for the attention from his fellow men for a call to the arms and to rebel against the tyrant. This one actually posses a threat to the government, they usually can't just jail them or kill (they will try if desperate enough) because that would be martyrdom and would look bad overall. So they try to hurt his image or his capacity to spread his message. Suing a guy for an insane amount of money and ruining him in the process, or confiscating his way of communication is how you deal with agitators without going too overboard.

The shooting was a hoax. It was an obvious hoax if you look into it at all. THAT IS WHY THEY FINED ALEX JONES A BILLION DOLLARS, TO MAKE SURE NOBODY ELSE WHO LOOKS INTO IT SAYS THE SHOOTING WAS A HOAX.
There is absolutely no legal precedent for suing someone for a billion dollars for a conspiracy theory, especially in the USA which prides itself on "Freedom of Speech" being enshrined in the constitution. It's exactly the same as laws against "holocaust denial". The holocaust never happened, there were no "gas chambers" and stories of millions of bodies disappearing in magic crematoriums are provably impossible. So they just show that one footage of piles of corpses of people who died from a typhus epidemic at Belsen in the final weeks of the war after German infrastructure had been utterly destroyed by saturation bombing. (Fun fact: they now admit that the people in the "bulldozer pushing corpses into a pit" video died of typhus and there were no gas chambers at Belsen, but this is still the imagery most people think of when they think of the "holocaust".)
