Honestly if this were me I would just think "oh my God I don't have any legs" and slow my breathing down about 1/40th of the original pace, which would cause my spine to connect to the Earth, and then I would control all nuclear reactors of the Earth temporarily for one of the inhalation cycles. Then, my first physical movement would begin after losing the legs and after controlling the global nuclear reactor pool. The sudden electrical pulse without legs resisting from the Earth and also fused to the ground would allow me to select a specific demographic of nuclear facilities while the rest of my body shuts down. The shrapnel would be detected for it's origin as all the other nuclear facilities shut down while my body controls all of the Earth in the 5th or 6th breath in the first minute. This would cause the Earth to freeze around my enemy, but then I would use my selected nuclear facility to meltdown while the shrapnel is also detected by other natural landmarks, and start the meltdown process near that origin point of the explosive, causing the enemy's depot to either require going into radioactive dump mode or radioactive draw mode, but by then I will have done a handstand which causes the depot to only accept nuclear saturation, which would then cause their remaining ammunition to become my ammunition. The Earth-Human Monolith Handstand would then cause the radiated ammunition to feed me in the past, which would then allow me to wait for my legs to regrow into metal.
