Is shame actually a good motivator? In my experience, it's just kept me stuck. Why do people insist on using it so much?

Not really, deep shame helps nobody, there was some research showing that people that only feel shame about something they did instead of guilt are way more likely to commit the transgression again, while the ones that also felt guilt were unlikely to do the same act again.

Toxic shame in particular is quite useless in todays world because it just makes you paralized, not wanting to make amends or anything really.

Psychologists will even say to let go of your shame, it is useless.

It's the boomer motivator. They think because their dad called them a faggot all the time it gave them the motivation to pull themselves up by the bootstraps, walk right into the bosses office, shake his hand while maintaining eye contact, say "Sir. My name is anon. I will not leave until you hire me!" and land a job making the today equivalent of $45 an hour at minimum wage.
