Generic hello framed as a probing intrusive question, most people will usually play the game with a generic positive or neutral sentiment response expecting it will go nowhere. Your neighbor probably was already annoyed or frustrated and responded with generic negative sentiment.
The appropriate response would have been something to the effect of condolences, depending on how much you wished to engage. Unless you are close it is probably better to give them some space. I usually respond depending on what I know of their personality. If younger I say 'oof', same agegroup as empathetic "been there" or "that sucks", if boomer they are fishing for sympathy so walk on eggshells, "sorry to hear that". This fulfills social obligation to acknowledge they responded adequately to your greeting. It would not be inappropriate to say "let me know if there's anything I can do for you" if you want to pay into the social debt system, they should politely refuse or ask a small favor. Otherwise say nothing or something to the effect of well wishes, "hope things start looking up" or "I'll be praying for you".
It probably sounds autistic because it is, but theory of mind is one area autists excel in despite the slanderous yellow star researchers trying to paint a very different picture. Social systems are still systems with a heavy layer of fuzzy logic. Make up your own variables and matrices but all interactions are basically an interaction of setting, personal relationship, age group, disposition, sentiment, and follows stereotypical scripts or schemas or flowsheets. Knowing where you are, who they are, what the interaction is, and desired outcome of yourself and theirs will paint a blurry map.
