The US military uses IQ proxy tests the filter out anyone with an effective IQ of 83 or less because at that point, they require more resources put into them than they are able to output, even for the most menial tasks. What's significant is that about 14% of the population is below this threshold. Unless we're going to engage in some form of intellectual population cleansing, we have to recognize that almost 50 million people in the US are functionally useless but will continue to live amongst us, consuming resources, interacting with the rest of the public, often in negative ways, birthing offspring, and of course voting on political leadership. Their needs and behavior are significantly different than that of the mean but for the most part, we pretend this isn't the case, often with deleterious outcomes.
