Ask yourself, why should we allow Women to extinguish the life of a young Human while having too few young people is literally an existential threat to Humanity and life as we know it. Wouldn't it be Scientifically viable to collect living 1 month old fetuses, gestate them to maturity, and raise them in government care? These kids could be well educated, well fed, and culturally conditioned to be terrific citizens in a time when young people will be in extremely high demand. They could also be trained in Jr. ROTC to be the best military cadets on Earth.
