There have been a few experiments with "lowering" long cables from orbiting bodies. They all ended with the cable snapping, even though the load on the end was minimal.
It might be possible to have an object in geostationary orbit that is tethered to Earth but there's not much effort being put into it as there are alternatives to pursuit that appear to have better odds of success and lower costs.
