Look at the preface. It literally calls itself an "early graduate or upper undergraduate text." It's right at home in the first semester or two of grad school, especially if you cover the later material in the book which is usually ignored in undergraduate courses.

You can be mad, but it's the truth. The two most common books for a first semester graduate linear algebra book are Hoffman & Kunze and Roman. Roman is definitely more advanced than Hoffman & Kunze, but Hoffman & Kunze is used all over the place in master's programs.

Have you actually looked at any grad level linear algebra? Roman's textbook "Advanced Linear Algebra" is published in Springer's "graduate texts in mathematics" series for a reason.

It's not all just row-reduction and diagonalization like in your undergraduate course.
