Good resources to learn about EM radiation “from scratch”. I am vaguely familiar with sinusoidal waves from some Calc courses but don’t know the first thing about Physics.I have an interest in wireless communication and that is my primary motivation for looking into this subject.

It's a rather complicated topic. I'm afraid you will have to start from classical mechanics, as it lays the foundation that is required for further studies. Then take a standard EM text, like Griffiths' Intro to Electrodynamics. It will take time (like, years).
