That means the average person from B is smarter than like 86% of people from A. But what matters is more the extreme, suppose 40% of the people of population A are useless mouth breathers much more prone to criminality (<80 IQ). Whilst in population B just <10%. On the other end it also means ~0.5% of population B is extremely intelligent (>140), while for A it's just ~0.01% -- 50x less. That means ~50x less hyper-able scientists, researchers etc., which does not just add up linearly. i.e. having 50 hyper-able mathematicians probably produces much more than just 50x 1 singular hyper able mathematician. There's also more factors than just IQ (hence why Japan, Korea, China are not exactly like Germany or Sweden), but IQ is of extreme importance.

Populations in eurasia in particular are not that different from those of the highest IQ countries, these places are not subsahara, and in south america the worst populations are segregated in favelas, the smart and the 90 IQ people can still do good things in proximity of homo erectus

Although Chinese copy a lot, they still have creative potential. Their culture is weirdly unusual, they have previous history of inventing and hell lot of educated cheap brains. Which else nation would invent picrelated? Russians, on the other side, don't like to invent at all or discover, being an inventor is a miserable fate there. According to their culture it's considered much smarter to steal, buy etc. PhD students study how to revers engineer, often their theis is dedicated to studying some western stuff, it could be even paper translation. USSR had secret closed nuclear (and not only) cities and there they did some inventions. Basically a high-comfort jails for engineers. Interesting approach to science, isn't it?
