It is known by everyone that creating a new system of units does not solve having many units of systems. Related, new screw heads that require new screwdriver bits are not the solution for the many screw head systems in existence.

they used to use foot and underarm because everyone could easily reference those for themselves (except manlets), of course it's not very accurate
then they switched to basing everything off measurable quantities from physics, however you need million dollar equipment to properly measure it
can we make new base units that are both based on some physical constant or process, yet easily verifiable by the average person to reasonable accuracy? 0 and 100 celsius is already like that but what about length and mass?

You can measure time easily using the length of the day as a clock, defined as sideral time. From time you can derive the local acceleration of gravity using a good pendulum or just take it as 9.81 m/(s*s) since its good enough for reasonable accuracy, and also with a pendulum you can define a length unit, as it related to the frequency of oscillation. Because gravity changes place to place, this gives you a unit of length that changes place to place, by a bit, but accurate enough.
Maybe define it as a pendulum in Paris?
From length comes volume, define a cubic meter of water as 1000 kilos.
