From time you can derive the local acceleration of gravity using a good pendulum or just take it as 9.81 m/(s*s) since its good enough for reasonable accuracy, and also with a pendulum you can define a length unit, as it related to the frequency of oscillation. Because gravity changes place to place, this gives you a unit of length that changes place to place, by a bit, but accurate enough.
