Not quite. Here's a prime example of two more "standard" decision theories vs functional:

You're being blackmailed, whatever harm they could do objectively outweighs the ransom:
>Causal decision theory
Pay the man. Paying him causes no further losses. Not paying him results in worse outcome.
>Evidential decision theory
That you payed the man is evidence that he won't do the worse harm to you. That you didn't pay him is evidence that he will. So pay him.
>Functional Decision Theory
A world where I always pay blackmailers and everyone knows it is one where I get blackmailed. A world where I never pay blackmailers and everyone knows it is one where I don't get blackmailed. So never pay the blackmailer.
