That means they had their culture wiped out and replaced with slave "culture", which does contain some traditional elements but they are weak and retarded. If you take a bunch of extremely poor and uneducated ex-slaves (little to no cultural cohesion), their descendants aren't gonna go anywhere fast, at least on average. Furthermore nobody will like them, because they are poor ex-slaves, plus they look different.
