While in reality the only singular thing we know of such frequencies is that they are above 0 and below 1, and we know so little of the developmental trends of intelligent life that we can't predict our own development for the next 10 years, much less the development of some alien intelligent life over tens of thousands of years. The whole thing boils down to modern astrophysical paradigm making "crowded space" a natural assumption, and space not actually being crowded in reality emotionally feels like a rugpull. It once felt safe to assume that all the stars are full of civilizations of people going to work, clocking in and building big things necessary for building bigger things. Some felt it like the universal telos or something. If it turns out the local supercluster is not full of alien civilizations doing the same thing, it's suddenly much harder to justify perpetual technological development towards using exponentially more energy to build exponentially bigger shit exponentially farther from our point of origin.Often feels confounding. This feeling is the essence of the "Paradox", really.

Some scientists are overambitious and hope to detect Dyson spheres and other megastructures to prove life exists on the galaxy, which is patently ridiculous. If you assume that most science fiction is purely fiction, rather than prophecy, life is extremely hard to detect.
