I understand that a hurricane contains the same amount of energy as a gajillion nuclear bombs and currently, we have no technology (even nuclear) that would be capable of causing this. But some people still seem to believe that hurricanes can be engineered. But how?

This would truly take a lot of energy (and a lot of computational power to deduce where and when to input the energy); however, long-term weather patterns can likely be engineered more easily, albeit these are more broad results resulting in changes to climates rather than manifesting specific, local weather phenomena.
