It isn't quantized in every single case. It's quantized for bounded states only. Go read a basic ass undergrad book on PDEs. If you got through that, I'd suggest reading books on harmonic analysis and why Fourier transforms on compact topological groups get "quantized".

No, its not, it a complex multidimensional ratio of other base quantities. kg*m^2/s^2, so its not its own thing and it can be divided, its a measure of the work of an accelerating mass over space, so it is divided into mass, space, and force and its only the specific combination of all those things that stays in balance while all the individual units can change significantly as long as the ratio is maintained.

Photon quantization isn't even the same kind of quantization. It's field quantization aka "second quantization" and is a much more ill-defined notion.
