Only thing I could think of is if you could somehow suspend the brain in a motionless state. It's already floating around in liquid, which is why it crashes into the inside of your skull. Only way to eliminate that is to find a way to keep it still through impact.

You want to spread out the impact in time by gradually decelerating the head.
This deceleration needs to take place over a distance (think thickness of the cushions/pads).
The worst impacts are helmet to helmet.
If you had something like automatic braking system for each helmet to detect position/velocity of other helmets you could activate your safety mechanism prior to collision.
Image a helmet that preemptively shifts itself toward the impact (creating a larger cushion gap on the side of the head (between head and helmet) that will receive the impact.
You can inflate micro airbags to create gap/cushion before impact.
Could also try external airbags if the impact is predicted to be severe.

This will make gameplay too cumbersome. I'd suggest a simple hydraulic deceleration system with reinforcement for the spine attatched to the chest "armor". This will allow them to run at full speed and smash into each other while reducing brain related damage.
