I recently noticed this, some stars shine normally, normal constant white glow. But some are "flashing" they flash, when they flas they sorta... change colors? Greenish to redish, its very subtle, mostly white stil. No fucking clue why

Stars higher in the sky twinkle less than stars closer to the horizon but on rare occasions, at my location anyway, the air will be really calm and steady and you won't get any twinkling at all. Those rare moments are a perfect opportunity to view the planets through a telescope because you will get really sharp images.

more than likely you're noticing Sirius. that star freaks people out sometimes when they first notice it. its the brightest star in the sky, and at this time of year its on the horizon. when you stare at it, it looks crazy like its flashing different colors, red, green. blue, white. it is also two stars orbiting each other, but from our view we only see one
