What are my easiest options for making burnable fuel out of used car engine oil? I don't care about safety and the environment, just minimally burnable fuel.

do you want diesel or gasoline? Diesel is a lot easier, deisel engines will run on just about anything that vaguely fits the specifications for diesel fuel while gasoline engines are much more picky
