Identify a Trojan asteroid (or preferably capture an asteroid in a closer orbit) and build a station with a long, LONG (hundreds of kilometers) arm on it. Ships land at the central station, get moved into a rail on the arm, and centrifugal motion causes the ship to drift out to the edge of the arm, picking up speed until it’s released.

An arm 100 km long rotating twice a minute could give a vehicle 21 km/s of delta-v.

There is a huge problem that if you go too fast in space, running into even the smallest objects will release a lot of energy, this is what's keeping solar sails from being feasible. So maybe we can create some kind of thing that produces a burst of energy opposite the direction of the object, so the forces cancel out.
