Congress, specifically the House, is who decides on the budget, not the president. He can veto the budget but the House can then override his veto. What the president can do is direct agencies to spend money in a certain way if Congress didn't specifically earmark it for a particular use. But that's just moving money around, it doesn't change how much the agency has to spend.
