Depends which scientists you mean, because I guarantee military have mapped every square meter on earth's surface with hi-res airal/satellite photography. Unredacted maps unlike the ones you can get online where parts are obfuscated/low-res.

Military maps aren't all that better for the purpose of identifying lost civilizations. Aerial photo of a rainforest just doesn't give you lot of information on what is behind the leaf cover. Another slew of ancient cities and settlements are buried in regular dirt and those aren't really visible from an airplane either and require things like ground penetrating radar which isn't useful information for a tactical purpose for military. Something like using lidar to imagine that Amazon is a relatively new technique and it's science driven endeavor and generally speaking archaeologists and other related scientists discover new settlements all the time.

There are satellites in orbit capable of mapping terrestrial features with both lasers and deep penetrating synthetic aperture radar, other remote sensing technologies which can form a high spatial resolution 3d image of a given zone even meters down beneath ground.

And have been delineating geodesics, forming complex models of global surface topography which take into account not only anomalous features and irregularities but also the effect of lunar gravity like the tide for decades.

The military is highly interested in this kind of survey work because it helps them update targeting coordinates and trajectories of ICBMs based on these projections to an appropriate threshold of accuracy for any given day and time.

They really do have access to resources you couldn't dream of in your wildest imaginations. None of this is really "new", private civilian applications are new and people are just recently learning about all this stuff that has actually been going on for some time already.
