Both common sense and an increasing amount of DNA evidence suggest IQ scores of those in the turd-world fail to reflect genotypic ability, yet I've seen many claims that interventions one would expect to fix things aren't as successful as would be predicted. How likely is it that epigenetics are also at play? Is there any way to know that for sure?

And anyway, it's clear that West African immigrants to the USA are derived from the educational elite. Your question effectively boils down to stating the obvious that a West Virginian hilly billy and a Boston Yale graduate are likely going to have similar polygenic scores for educational attainment. Anyway, polygenic scores are pretty meaningless in themselves.
