China's been sending unmanned missions to the moon for a long time. They've had some problems but they've also had some success.

Doing it this time has a different significance, as it's a step toward establishing a permanent presence there. Whichever side creates a moon base first will be able to do global propaganda about how they own/have colonized that thing people see in the sky every night, even if that's not true in a legal sense
