What are the odds of another dust bowl happening in our lifetime? Or is it unlikely to happen again due to better agriculture practices?

The dust bowl was mostly a one time event. Once the topsoil was lost there's no way to get it back within any human timescale. Soil regenerates incredibly slowly over millions of years thanks to prairie grasses slowly building it up. I.e. another dustbowl can't happen because it physically can't, regardless of land use.
