I have met a few manufacturing engineers worth their salt, but I agree, the day-to-day job is not as scientific as other engineering roles.

I wrote something absurd and obnoxious and he replied to the part that he thought was important. What a scholar.

Anyway, my point was that due to the socioeconomic course of western socities, engineering has become a commodity for unicersities to make money out of. As such critical thinking, and in depth understanding have taken a backseat to "marker ready" and "industry requirements". This essentially creates indoctrinated "professionals" suited to a role, instead of humans reaching for knowledge and improvement.
The population needs to be greatly reduced to eradicate the ability of economies of scale, and bring back "human" development.

Sure they have but, there have been few to no real changes in the fundamentals, while there is a new "engineering" degree sprouting every year. Specializing is of course necessary, and as human technology gets more complex it is imperative to do so. However, as I mentioned, there have been few to no advancements in thermodynamics, for example. If you want to be a nuclear engineer, you HAVE to know thermodynamics like its your wife's asscrack. Anything moving away from this in terms of education is either for profiteering, or serves to isolate and "specialize" working men so as they are deficient in seeing and comprehending macroscale trends. Machines dont want more machines, they want cheaper cogs.

It is also the reason why russians and iraniana (as well as other third-non-third world countries) still pump out more truly innovative designs and people (truly pertaining to actual real world applications and not series a and b funding of gambling startups).

Advanced science being commoditized has been extremely detrimental to every nation and humanity as a whole.

Your theory ignores the rapid development of AI. Reducing the population will not create a perceived "need" for human development from the upper classes. They will just try to backfill with AI and if it fails, they still win because they control more resources.
