This is crazy, imagine we learn to decode their language and they have high concept thinking.

They'd have no choice. They can disrupt some shipping to an extent but humans can easily wipe them all out if necessary. For us, the main impact would be social. We already have some cultural friction over our relationships with animals, especially those that we perceive as being capable of higher intelligence. If we could actually communicate with them and they said they're angry at how we treat them and the ocean, humans would argue endlessly over whale rights, some even engaging in violence on behalf of the whales. We already see this to an extent with animal rights protests. Intelligent whales that can speak on their own behalf would crank that up to eleven.
