The first few shuttle missions used some old relay ships inherited from the Apollo program before TDRS came online, and the USSR had a fairly large fleet of tracking ships to talk to their deep space missions. China has ~8 Yuan Wang-class tracking ships that helped maintain communication with early Shenzhou missions, but there's an ongoing debate abut how much work they actually do as part of the space program and how much work they do as military SIGINT boats.

Same reason we still have reddit launch countdowns, launch "licenses", out dated range safety protocols, etc. Everything is currently designed to minimize risk and turns a launch into an 'event' rather than something routine. I do not fault the range operator in places like CCSFS/VSPB for taking a conservative approach to this as these sites are national defense assets but the civilian agencies thus far seem incapable of anything other than NPC rationale. Recall the FAA tried to fine SpaceX for making changes that streamlined its launch operations yet when asked for the justification of the supposed rules broken it could not find any other than that was how things had been done previously. So SpaceX is probably having this conversation but I doubt it will get far until rockets become more reliable and the public and governments' institutional interest in fewer launch azimuth restrictions can counterbalance the real and imagined risks.
