Nobody should doubt China's ability to ramp up launches, they're already at almost a hundred launches a year with expandable rockets. Their upmass is low because 30% of their launches are small lift and their medium lift rockets are also on the lower end, but that is changing as the new generation of reusable rockets come online. One major past constraint is also launchpads, of which will more than double in the next handful of years. Imagine each of those 100 launches a year launching another 2-3 times.

Also, it's just a quirk of the chinese launch industry that has resulted in just low upmass despite their high launch cadence. Military/national security launches get priority for launches by state agencies which are 95% of the market, and they don't allow for rideshares, resulting in lots of wasted capacity. The rise of commercial launches will solve this issue.

Overall, I think there's a good chance that Chinese launches will actually double to 200+ next year, even more so for their upmass. It's a unique combo of like 5 different factors coming into play at the same time. New launchpads+5 reusable rockets designs having their maiden flights+private companies finally starting to mature+China phasing out their older small lift rockets and upgrading a lot of their existing rockets.

Actually if you look carefully, China has a hard time scaling up frontier hard tech applications as much as the next guy. The reason for this is they lack many of the technology precursors for these niche fields. They are working extra hard on these problems though using a top-down, several-hundred-thousand-workforce-strong brute force approach.
