afaik you can't limit that under EU Employment Law, Euros is Euros and the Glory Days of 8 Italians + 3 Dutch 80's Milan are - irretrievably - gone. England could do this, as no longer EU, and there maybe some min number 'yoof in squad' laws. But I don't think you can have 'min 8 Italians' laws any more otherwise, not in Europe.
