Why do Italian football clubs and the Italian national team rotate the same Italian managers? Are they not capable of bringing in someone new outside of italy?

What are you talking about? The very reason Italy is partly falling behind is because Italian coaches are the biggest nation in relation to reputation that are least likely to actually coach tactics. A lot of Italian managers like Allegri or Carlo focus more on managing a dressing room compared to coaching. The exact reason Fabregas works is because he coaches the tactical side of it. I'm not saying Allegri or Carlo don't coach. Of course they do, they still understand football, but somebody like Allegri for example is a very big believer in letting the players figure out problems instead of micro managing them with tactics. There are exceptions of course like Gasperini or Conte (who's a complete control freak to the point of being too rigid, which is why he always gets knocked out of Europe due to everybody knowing his patterns), but overall the rule applies.

Of course Fabregas will say this. People will always claim the league they're in is "special". Don't be naive, man. I'm not disrespecting Italy. Amazing footballing nation with a superior CV to us if we're going to talk about actually winning things in the past, but the real reason why foreigners don't get hired in Serie A is because any person with ambition no longer wants to go to Serie A. A top manager will either go to a Premier League club or an outlier club like PSG, Bayern, Barcelona, Madrid. Italian clubs can no longer afford the top hires too. Allegri was getting a MASSIVE wage at his 2nd stint with Juve, but after that run not being as successful as his 1st, he no longer is capable of commanding that wage from another Italian club. Same for Conte (who was on way less at Napoli than either of his spells at Chelsea or Tottenham). It's easier to hire the same people like Allegri, Conte, Gattuso, Spalleti instead of getting somebody with modern ideas because that often costs money. Fabregas basically fell into this job because of his connection with Como's owner and being promoted from within. Every person when in media gives the same cliches about Italy being tactical, Spain being possession based, England being physical because it's easier than giving a real answer with depth, but Serie A isn't any more tactical than La Liga or the Premier League on average and a bit part of it is that a lot of Italian managing style is more about managing and less about coaching, with some exceptions like Gasperini obviously.
