Generally: no, of course not. It's just bandwagoning then. You can actually be a passionate bandwagoner, I guess, but you will still be a bandwagoner and arguably stink up the club for actual fans with roots if there's too many of you
But it is possible if you've made some real contact with the club and fell in love with them then, I think. For example, my local club has a few international fans who studied here. Some Japanese guy came here just to study, then he visited a few games somehow and ended up liking the club. He mingles with the local fans, lives in the city, all that stuff. Eventually, he goes back to his home country, but he may remain fond of the club. I think that's different from what most people do: just pick a club from another country because they are popular
It does get a bit blurry after one generation, though

People support big clubs not at random, but because their games are available on TV. If I started supporting Cardiff because my mom's family is from there, until the era of endless streaming, it'd be hard to find Cardiff on TV. It'd be hard to find a Cardiff bar where Cardiff fans get together to watch matches, it'd be hard to find a forum in a non-english language that has people talking Cardiff.
But with Arsenal, United, Liverpool and to an extent Chelsea, it's easy to find a bar with their flag, it's easy to find local fan groups and if you talk about Arsenal or United on 4chan or Reddit there will be plenty of people with an idea of what you're talking about.
I support Arsenal, cause when I was 12 Arsenal were good but not so good I felt like I was glory chasing.
Probably why there are so many Arsenal fans in America, just look at the USMNT general, the "I Believe that We Will Win" chant, American Soccer Fans are fans of a sport that was for most of my life, culturally maligned.

Of course, there is that social dynamic ... that's true. Depending on how it goes, that might even be sufficient to serve as part of the authentic experience I personally "demand" for real fanhood. But it also can end up hilariously misdirected and all the more cringeworthy
Local fans will always gatekeep to a degree, that can be cringe as well. But it is somewhat necessary to keep a club from losing too much of its identity
Personally, I'm open to new and foreign fans of my club, but it just feels like it can easily backfire. I think my local club is about as "big" as a club can be while having basically 0 people you could refer to as bandwagoners, simply because the club has gone through a lot of shit recently. We used to have quite a few bandwagoners decades ago, but everyone who is still left now is very dedicated without a doubt. If new people want to join now, they are welcome no matter where they are from ... but yeah, in the eyes of local fans who have been through a lot with the club, maybe throughout generations, they have to prove themselves as serious while not being too tryhard, and they may not cause the club to prioritize global engagement over their local roots too much (regarding things like pricing or commercial activities). It's hard to find the goldilocks zone for everyone involved
