The Premier League has much more strength in depth than other leagues, hence the successes of Palace and Villa.

PSG are a very good team and a well-managed side thanks to Enrique, but Ligue Un is otherwise a joke that has never produced a European trophy-winning club (I exclude Marseille as it is impossible to respect a European Cup win in a season in which they were demoted for match-fixing).
