If the team that won the coin toss scores first, the other team gets at least one set of downs, a chance at offense and equalizing. To prevent the winner from being determined by a coin toss since if you have the first offense, it's not THAT hard to go push a bit to gain yardage, get in range for a field goal and use that as your golden score. Hence the recent change to make sure both teams get a chance at breaking the tie instead of the chance winner of a coin flip just needing to do the bare minimum and not blow an entire possession with 0 points.

The main argument for shootouts is that they're good entertainment. The golden goal scenario as you describe it, with two teams pushing themselves to the absolute physical limit to get that last goal as the players begin to collapse on the pitch, *could* be a great watch. The problem is that it could also be incredibly fucking boring. If you have 22 gassed players walking around the pitch, playing extremely cautiously, in a very low tempo game with no time limit... I mean you can already imagine people falling asleep or leaving their seats. Golden goal is only entertaining if both teams agree to give it their all until the very end and not play keep-away until the other team can't run anymore.
Maybe arsenal will learn something and leave the ISIS tactics at home next time
