There’s 55 full members so 7 groups will consist of 8 teams in 6 groups and 7 in 1 group. Only the top team qualifies. One of the reasons there’s so often a big Euro team not qualifying is because they finish second in the group and lose in the playoff, having a longer group stage and no playoffs will be better for the seeded teams as they might still suffer a couple of upset losses but still the campaign is long enough for recovery. Also if they fail it means they really aren’t good enough
