Yeah. They are already imbalanced because more often than not the chance was nowhere near as good as the one your being provided with the penalty. Choosing the player is the icing on the cake.

If it's a penalty resulting from a handball after a blocked shot, the player who took the shot should take it. But there may be the rare freak event of players fucking up in the box without opponent interference ... I guess then it's the player who was the closest and would have profited the most from the situation? That might be tricky. But still, they should go for it
Also, we need to be less autistic about keepers having to stick to the line while the shooters can basically do everything they want until the last step. Fortunately enough, this gay stutter run-up seems to lead to missed penalties often enough despite being an advantage on paper

There simply are way too many. How many goals were scored via penalties 30 years ago? The least you can do is make it less of a deciding factor by not allowing each team to give the chance to a single statpad master. If the conversion rate goes from 78% to 70% that way, it's objectively a success and also clears up various statistics regarding individual achievement. Refs should also be a bit more lenient when it comes to physical contact in the box, or at they should be even stricter when it comes to (potential) dives

I agree that net playing time is a good idea in principle. But implementing it is relatively hard, I don't see clubs agreeing to it unless there is a definitive technology available. They won't just accept a dude with a stopwatch; this would feel too arbitrary for most people. A real technology is available nowadays, I think. However, it would only be possible to implement in a handful of top leagues. It would cause some rifts between pros and amateurs and top leagues and other leagues. Also, there is a bit of a "tradition" aspect to overcome, of course
Still, I would go for it - if I knew they wouldn't use this to shove ads into breaks. Let's be real: they will. And personally, I think that is not acceptable. It's a matter of principle

Instead of penalty shots, make it so fouls inside the box are awarded instead free kicks from within the half-circle of the box (taker chooses placement, minimal wall)
At the 3rd foul it becomes a normal pen
This would bring back free kick specialists to the spotlight while also balancing the atrocious penalty advantage of the current game
