Large cities usually finance them through hotel taxes, so they'll pay for the stadium up front and make it back over time, and supposedly having a pro team will increase the city's visibility/standing and attract people and businesses to it. That's the belief, anyway. No idea how Hammond will pay for it. No one's moving to northwest Indiana, it's a well-known shithole.

In this case it’s because Soldier Field is old and tiny. Smallest in the NFL. And they don’t want to lease/buyout the stadium from the city when it’s up for renewal in like 7 years.
But there not really another good place in Chicago to put a stadium, and they also want to have their own Wrigleyville with other entertainment, bars, etc. The field right now just sits on the lake next to a museum and harbor. Not much room to build anything else. And even if they could the city and other groups make it damn near impossible.
They already purchased land outside the city but still in Illinois, but Indiana is offering a way better tax cut
