The PL is pretty much the top league and could fill a lot of the CL spots in place of teams who are there. If you look at each league in countries they mainly get won by the same few teams and usually it is the same teams filling the top positions - that is consistency. If you want a comparison to tennis then you would have to look at the end of the season, who is in the top 10 of tennis, who has won tournaments, who has been consistent in the slams.
