At least part of it comes from overpaying for players in foren leagues. It used to be straightforward like

It worked in the past because no one was getting robbed. Clubs were making money, just not end game money. You would scout them across "lesser" leagues and if they did well there they would move on to somewhere that was more difficult.
Now they want you to pay end game money for a player where it's impossible to tell if they'll actually be a success.
It's why there are so many expensive flops now and they don't even make the news.

Both sides are to blame. The forens believed they were being fleeced because they would see what the player went for when they joined a big club. The other shitters they bought and sold and who never made the step up? Just ignore them.
Like I say it's both sides though. Top level clubs tried to go straight to the source to save future shekels. Why pay £40m in the future when you know that club in Czechoslovakia will snap your hand off if you offer £15m. But you also bypass the whole scouting in tougher leagues period and it causes other clubs to do the same because they don't want to miss out either.
