However, I could imagine this going wrong, since hosting such an event will be ridiculously hard. You'd need 20 modern stadiums with >40,000 bowl seats, modern amenities, luxury boxes, and roofs. The number of potential hosts is very low, but I am 100% sure they will still try at least

UEFA will not get more than 20. I think FIFA will argue 18 is enough since it still is the most. Expansions are intended to reduce UEFA dominance. Africa and Asia have the most members, so they are the most useful for FIFA politics. They are the easiest to bribe. It is easy to justify giving these regions extra attention because of "growing the sport" and "taking care of developing nations"
South America will aim for 8, and they know this is the maximum for them. Maybe it will only be 7, but they will get one more spot at least. If they get 8, they will probably fall out of the Intercontinental Playoffs, since 9/10 would be too crazy
North America will likely get the same treatment as South America, since it will be a point of pride for both. FIFA's main interest last time was ensuring the US qualifies for every WC. I think they will get 7 or, more likely, 8, and probably access to the intercontinental round as well
Asia is likely the biggest market for FIFA to exploit next. It is richer than Africa, and FIFA will be especially keen on the many customers of China, India, Indonesia, and Vietnam. To give any of these nations a chance, they will need 12 spots at the very least. And so it will happen. I could actually see them getting up to 14. Plus intercontinental playoffs
Africa will be held equal with Asia. It is more balanced quality-wise and has a lot of growth potential in theory, but the markets aren't there yet. FIFA cares more about markets than about strength. They assume that 12-14 spots will be more than enough to get the relevant African markets in
Oceania will stay at 1 since it is the biggest clown confederation apart from New Zealand
Intercontintal rounds show FIFA's greed and megalomania, they will get expanded as well. More games, more interactions, more cash

Someone really into soccer and just excited to see World Cup. Maybe viewing it as their only life time chance. Like sure it's too much money for the level of game and I assume we will see a lot of empty seats for weak match ups.
But at the same time 1k is a two week pay check at meh job paying $16 an hour. It's not like it's totally out of reach like say Super Bowl tickets. Do hosts even count on lower game ticket sales? I would assume it's all sponsors, merch and concessions.

The nearest match for me is a 9 hour drive that now requires an upsold shitty $300 hotel, $100 parking, and a $200 single ticket to watch Equador play Curacao in a match that will have no bearing on anything in the history of the universe.
Also will need to spend $40 on two bottles of water since I can't bring my own in and will be getting burnt to death from the no roof stadium.
