As someone who watched the World Cup since 1994, I can say that 1998 France was until this day, the most amazing World Cup I have ever seen, of course, besides 2014 when we won it, but I will say that 1998 beats 2014 out of one simple reason - international football was at its all time peak. Every nation had at least a few players that were world class. The period of the 1990s until 2002 was the golden era of football. The worst World Cups were 2002 in Japan/Korea, Qatar, and South Africa, while Brasil 2014, Germany 2006 and Russia 2018 were very good in terms of entertainment and quality matches. Qatar was a display of corruption and soulless organisation where the winner was basically known before the WC even started. It was a ttoal disgrace on every level, and I bet that the following World Cup will be no different.
