Alternative to decision by penalty kicks:After the 120 minutes and there isn't a winner defined, an additional extra time with 15 minutes in a 7 against 7 mode and with golden goal. If the golden goal doesn't happen, another extra time and another... until someone scores.

And I think giving everyone more space wouldn't change that, it may even augment it. Because one mistake can be even more costly, and you'd be forced to conserve your energy much more. Either that or the team that got the kickoff is much more likely to scorePenalties aren't an optimal solution, perhaps a second overtime, maybe a shorter one, would help. But Golden Goal has objectively failed hard already, and penalties are the best thing we have. They are exhilarating at the very least
