One of our main bridges has been closed of due to being in danger of collaps, so instead of being in traffic for 1+ hour I want to ride my bike instead, its about 40km in total id have to ride daily.
Having done this for a few weeks now I realized my old bike (15+ years old) is too much of a pain to use because of all the rust and broken gears so i want to buy a new one.
Having said this, I have no idea what to look out for in a bike, what sort of bike and what not.
I want to be as fast as possible but also dont want to spent a fortune on it, 2000€ would be the max. id like to spend.

option 1: have your bike overhauled in a bike shop, maybe have them change the group set/gearing to something like Shimano Cues. your bike is actually fine, but just needs some love.
option 2: get a gravel bike. they are versatile enough, you can use them on weekends as you will get the bike bug anyways, for 1000 Euros you get a variety of options of either aluminium or steel frame bikes. ride comfort can be achieved with wider tires and lower tire pressure. try some different models first, you are going to spend a lot of money, so get the sizing right first. some bike brands to consider:
(budget: Cube, Decathlon, Surely, Kona; mid-budget: Canyon, Rose)
option 3: get an e-bike and let the motor do the work for you, not that you would need it in flat Bonn, but summer is going to get hot.

Cycling has clamped much more down on pain killers than any sport. Tramadol was banned in cycling before any other sport. They take a ton of pain killers, but its less strong stuff than any other pro sport.

They do other stuff like Prednisolone injections in joints etc, which also help manage pain.

Even something like tilidine which is commonly prescribed in Germany isn't prohibited, which leads me to believe they are not the least bit serious about cracking down on opioid abuse.

All opioids are problematic because of the risk of addiction. "Weak" opioids are called that because they have a ceiling effect, i.e. increasing the dose has diminishing returns. They're not less addictive, and they're still strong painkillers for people that haven't already built a substantial tolerance to opioids due to prolonged use of them.
