The US heat is wild, particularly inside the stadiums which were never intended for football. In USA 94 they had to allow water during the game as doctors warned there could be deaths if they didn't. However water during the game is not a reliable part of the game - if there's a big incident, a player is down then players can get water. Hydration breaks are simply scheduled water. However, I don't know why they can't get it down to like 1 minute or 90 seconds, it shouldn't take that long to drink water. Also shame on tv channels using it as an opportunity to shove more advertisements on the viewer.
