A few reasons:
>Football used to be different, you could get away with a lot more in terms of tackling. Italy had perfected the art the way it was, all their heroes and legends had tackled that way. When you can't do those things anymore it becomes a different game.

Actions like relegating Juventus to Serie B meant they would now be steamrolling Serie B teams every week and were just bizarre to the normal fan. As good as it is to punish people, you don't want to highlight massive mistakes. These incursions on the domestic game which went from being the best in the world at one point to very far down were massively disruptive to player development and general interest and money in the game.
