That's not true. USSR crashed out in 1990 and Colombia crashed out in 1994 despite those 2 World Cups having the same kind of format. It's still possible, and in fact it just makes those crash outs even more fun to see when they do happen. And better yet, the World Cup expanded to 48 teams from 32 and Italy still couldn't even qualify. We had our first victim even before the group stage started.

Ro32 does mean that some big teams could be drawn into each other early though. Even without the third place stuff, Spain face Argentina if one wins their group and the other is runner-up
