I hate bringing up BoP while not having the actual tables to back this up, but I think it's just that the LM-specific BoP hasn't caught up with the WEC-specific BoP, with a sprinkle of the car just being flawed in some unfixable way.
I was heavy on the hopium initially and I thought they were playing some game betting on a post-quali BoP adjustment but apparently they were just that slow. I spoke with a couple of their pit crew guys and it was depressing, they work so hard and yet there they are dead last with no real way to do anything about it. It's not surprising they are developing a new car even though it wasn't clear if it's a new blank slate design or if they are just going all in on jokers to fix what they have like Ferrari is doing. I'm sure more details will come out at some point.
I'd like to have more insider information to share but I've been taking the LMP2 pill for quite a few years now so I'm not working in WEC anymore. Save for the LM24, all I have regarding Hypercar shenanigans is second or third hand information which isn't really worth much.

If you scroll down to race and then hour 24 there are some interesting analysis to look at to see where cars are losing time. For example, the #007 spent about a minute more in pit lane than #7 with both cars having a single outlier pit stop, but then #20 spent a minute less than #7 and still finished behind so obviously it's not just pit stops. Good luck sorting through all the numbers.

Yeah, Toyota definitely put an awful lot of effort into that project and I am sure they are going for the top step in every series, especially Super GT. I'm actually a bit concerned that Mercedes and Lamborghini will not be able to improve on the cars they have now as I rather like both the AMG and the Huracan. It was really nice to see the Corvette Z06 GT3 win le Mans, but it was extremely disappointing to see the Mustang GT3 get absolutely decimated. It's also sad to see McLaren suck so badly.

If you speak with the Oreca guys the situation seems bleak with key technical regs still missing and development proceeding slowly or not at all, which is weird considering that they should start delivering the cars by mid '27.
I don't know how much of that is true and how much is them just keeping a facade of discontent for whatever reason, but the mood seems generally bad let's put it like that. I haven't heard of any actual testing so far so at least we can be confident that there isn't a rolling prototype yet. The fact that will be a completely new chassis seems to make them particularly salty, but maybe those will end up being reused for the 2030 HCs, who knows.
I have no idea what Ligier is up to unfortunately, but I honestly don't expect them to be much ahead of Oreca. I hope they end up selling a lot of their cars and we can see actual competition, but I wouldn't be surprised if they won't

It's sad to see the current cars go, they are a relic of a very different era of endurance racing, but they are undoubtedly showing their age compared to the rest of the grid even though they are still exceptionally fast and capable machines. Many systems on the car (airjacks, lights, dampers, wheel nuts just to name a few) are now all but obsolete, next year the current design will be 10 years old, with some details dating back to 2014 so it was long overdue for a refresh.

It sucks that the new cars will be slower and the engines quieter, but the first few years are going to be very interesting with everyone scrambling to understand the car's strengths and weaknesses and there will definitely be a reshuffle in the pecking order. The current cars are mostly a solved problem, there is nothing left to discover because pretty much everything has been tried already, it's borderline boring.
Se yeah, I'm excited for the new cars and I'm happy that the ACO (and IMSA) seem to be ok with keeping the class alive for a long time.

Duquine had Andlauer, Vershoor and Pin as their drivers at LM, they were leading LMP2 for most of the race and the SCs nulled out always their lead which they were able to extend again. Ver and Andlauer are good drivers we all know, and you can view Pin as being the paydriver as her seat is funded highly by the Mercedes junior program, but she is fast so the lineup is pretty strong this year I would say. Not some shit like Nissany last year lol

both silver driver aren't experienced driver nor having car development experiences, and no GT/sportscar/prototype experiences for them (and one of it mainly runs F4 and short season of LMP2)
which means there's no pace nor consistency to both dudes, and inconsistency driving not only mean more crash-prone, but also means more garbage data for development(not helpful to find the best setup)
and this mean there's only ONE driver(Jean-Karl Vernay) doing the main car development AND pro-am like tuning/consulting session during the racing season, compromise even more development effort.

if there's a boarderline experienced gold driver(like some good-rank F2/F3/GT3 driver) or a super silver(something like geleal) in the lineup with a main development driver, the car may improve a lot and provide more suitable info for future upgrade.

It seems that every major technical regulations change is full of problems and it makes me wonder if perhaps before we didn't have so much information about it or if the cars are becoming too complicated or even if larger societal trends have cause a competency crisis.
I'm trying to optimistic about things, but I have seen LMP2 continuously be down graded and the new regulations seem to be a continuation of that process. I would desperately love to see a return to an LMP900/LMP675 situation, but I don't think most manufacturers would even understand that, let alone support it at this point.
I will always love and support sports car racing, but I am increasingly concerned for its future.

I'm a bit more optimist cause I'd argue that drivers won't suddenly become incapable of driving because there's a new car, the driving is still going to be good. Sure, some will struggle to adapt more than others and there's definitely going to be a period where people you expect at the top won't be there, and there will be some kinks to fix in the cars for a little while, but overall I'm quite confident (and hopeful) we won't see a drastic drop in the quality of racing.

Yeah but you can still watch it in most of its glory for a couple extra years when there aren't any HCs around, such as in the ELMS. It's sad that they had to make them slower so they don't drive laps on top of HCs but that was an unfortunate reality given that it was a car developed over a decade ago when the top class was made of spaceships.
It was bound to happen, manufacturers want cheaper cars and that means slower cars, if that's what it takes to have full grids and entertaining races then I'll accept slower LMP2s and carry on, laptime isn't everything.

Also I'm selfishly looking at me doing my job and it's always interesting to deal with a new car at the same time as everyone else. It kind of levels the playing field for a little while, both for the engineers who have to extract potential out of the cars and for the mechanics who have to learn to work efficiently in and around them.
If what they said is true regarding the target weight, engine power and aero philosophy then i'm not expecting much of a departure from the current performance (the detuned one, that is), so yeah we won't be breaking any records anytime soon but at least my beloved dentists can still race their fast prototypes for many years to come.
There's always the LMP3 for the true shitter class so I hope the ACO will leave some dignity for my boy LMP2.

Yeah, I really miss the days of LMP2 contending for the overall win, but I guess since things are the way they are the manufacturers in HC would be absolutely mental if they had to compete with LMP2 cars. I really like the concept of the lighter, less powerful car that handles better over the big heavy powerhouse. Another reason to slow them down is that series need to reset the speed every once in a while or we would have cars doing 250mph on the Hunaudières or F1 cars with the footprint of a moving truck.

There is no shame in that. In fact, I'm glad you said it because it helps me appreciate it in a different way. I imagine it is extremely exciting getting to work on a new car and try to discover its potential while in competition with all the other teams.
Honestly, my biggest gripe is that it isn't an NA V8 any more, otherwise I think it's largely a lateral move and I am EXTREMELY hopeful that their will be at least some semblance of parody between the two chassis.

I wish that too, but I guess it's hard to create a class where development is basically banned and not have it converge at some point to what ends up being the best chassis-engine combo. I hope Ligier steps up to the challenge, but considering how Oreca had so many more customers and half a decade of effective monopoly on the class and a mountain of data and feedback and so much loyalty from so many teams, it's going to be tough.
With engines especially the writing was on the wall long before 2017 with most teams already converging to what was found to be the best engine at the time (the Nismo) so the rules simply made it official but with a different manufacturer, which ultimately ended up being an excellent pick.

At the end of the day it's a class for amateurs and aspiring HC drivers, it can't be too complex nor too expensive, both for buyers and manufacturers who need to set up a support chain. Reducing the available choices is a great way to save on costs for everyone even if it means reducing competition. In fact I believe nobody besides Oreca and Ligier even bothered to apply to be a supplier so it's not like there's a line of manufacturers outside the ACO's door fighting to get back in the class.

Believe it or not there's development to be made even on wheel nuts, and the ones on the Oreca 07 are absolute top-tier dogshit that couldn't keep up with wheel guns back when the car was new, let alone now after a decade of wheel gun improvements. There are GT wheel nuts that go on for multiple seasons, but on the LMP2 you need to throw them in the bin after a single race even when everything goes alright. It's one of the many reasons why this class has some of the slowest pit stops out there.

Not sure yet but it will most likely be Oreca, and I honestly wouldn't mind it because the transition is easier that way. It'd be nice to work on a Ligier just for a change but I honestly wouldn't mind it either way. I've worked with the JSP217 in the past and it's not a bad car to work on so I'm sure the next one will be at least decent, unlike that incredible piece of shit of the Dallara.

Those cars are getting phased out. The Lambo Temerario debuted at Sebring this year. The next Mercedes AMG GT is probably coming to the track next year.

And it wouldn't be completely senseless to bring ships like that back. The Army has precision guided artillery, and I know the Navy was working on building a version for ships, something that could fire a round 200 miles and hit a postage stamp.
But the issue with the LCS is that it was for a niche role that they overestimated the need for and then it also didn't perform in that role well at all. Just poor acquisition decisions all around, partly because it was supposed to be "swappable" to other missions with quick refits but it didn't do any one thing well.
